Building Improvement Opportunity (BIO) Report

Norman Disney & Young, in conjunction with e+ architecture and Rider Levett Bucknall, are pleased to introduce a holistic, one-stop approach in response to the recently introduced Commercial Building Disclosure legislation and in support of the Melbourne 1200 Buildings Program.

Commercial Building Disclosure (CBD) is now in full force, and requires sellers or lessors of office space of 2,000 square metres or more to obtain an up-to-date Building Energy Efficiency Certificate (BEEC). The 1200 Buildings program has been introduced to support property owners in the City of Melbourne to improve the performance of their buildings, and provides accessible finance through provision of an Environmental Upgrade Finance scheme. This scheme allows owners of low-rating buildings to improve their energy efficiency, to ensure the lifecycle of the building and Return on Investment (ROI). Similar schemes exist for owners of buildings outside the City of Melbourne through Low Carbon Australia Limited and the On-bill Loan being delivered by Origin Energy.

These financial initiatives provide fiscal incentive to building owners, to ensure that the asset is future-proofed against rising operational costs whilst encouraging building performance and efficiency. Businesses that invest in improving the energy efficiency of their existing building may also be able to apply for a 50% tax break through the Tax Breaks for Green Building (proposed from July 2012).
